Control 'create voice room' access by group

Admins should be able to choose which members have the possibility to create new voice rooms based on the groups/memberships they are part of.

If this becomes they way it's set up, it would also be nice if the section the voice room shows up in and/or the permissions for the voice channel that gets created can be tied to a group/membership section of the threads module.
In other words, let's say a user is in a group for Fall 2023 Cohort. It would be nice if they could be given permission to start voice calls only under a threads section for 'Fall 2023 Cohort' or even something with a different name than the group itself like 'Fall 2023 Cohort Calls' and these sections also have a permission setting where every channel under them is only available to people who have the Fall 2023 Cohort role.
