Ability to remove comments on Docs

Remove the ability for users to comment on Docs.
Have different abilities to switch back and forth (view the doc or comment on it etc.)

Yes--allow admin to turn off comments on certain docs. E.g. our community agreements are not up for discussion/or comment. It clutters the doc and distracts from its purpose.
