To manage spam-ish accounts, it would be helpful to be able to toggle off individual Users' abilities to DM folks and flag their comments/posts for Admin review before the rest of the community sees it.

I'm not sure the Isolated Groups feature would resolve this issue, as not all of the input from these Users is spam. Obviously, if EVERYTHING they post is spam, we can deactivate the account.
